Frank Reichert is a professor at The University of Hong Kong, where he coordinates the Generalist Strand in the Master of Education and supervises postgraduate quantitative research. Frank Reichert is a professor at The University of Hong Kong, where he coordinates the Generalist Strand in the Master of Education program and advises postgraduate students on quantitative research methods. He was trained at the University of Technology Dresden and received his doctorate from Kiel University, Germany. He has previously worked in Germany and Australia, held prestigious fellowships, including a Spencer Postdoctoral Fellowship from the U.S. National Academy of Education, and was a visiting fellow at leading institutions such as Katholieke Universiteit Leuven, Johns Hopkins University, and Pontifical Catholic University of Chile. He remains affiliated with the Center for Inclusive Citizenship at Leibniz University of Hannover and is an Honorary Associate Professor at the University of Sydney.

His research on citizenship and citizen participation, civic education, and digital and media literacy, especially among youth populations and educators, has been supported by competitive research grants. He has published widely on these topics, is a regular speaker at international conferences, and has received local and international awards for research excellence and knowledge exchange. He co-developed a comprehensive digital competence assessment instrument and was commissioned by UNESCO to prepare a background report for its 2023 Global Education Monitoring Report. He co-chairs the European Consortium for Political Research’s Standing Group on Citizenship and serves on the editorial board of the Journal of Youth and Adolescence, as an associate editor of Political Studies Review, and as expert on civics for the Annenberg Institute’s EdInstruments initiative. As an international expert, he also contributes to the International Civic and Citizenship Education Study (ICCS) 2027, which is coordinated by the International Association for the Evaluation of Educational Achievement.
